Mr. Saline is the managing partner in K. R. Saline and Associates, PLC. Mr. Saline is client engineer for several irrigation districts and municipal wholesale utilities located in Arizona. In this capacity, he is responsible for power supply studies, scheduling, contract and policy negotiations. He also oversees interactions with federal and state agencies and local utilities for issues related to transmission and deregulation issues. Mr. Saline has also assisted in the preparation of expert testimony, engineering and economic analyses included in official statements, and has extensive experience in electric utility rate proceedings, financial planning, and planning electrical transmission and distribution systems.

Mr. Saline has provided ongoing consulting engineering services and management consulting to clients with regard to their long‐term and short‐term electric operations since 1984. He has performed various engineering and economic analyses for these entities, including representation in front of numerous federal and state agencies. He makes recommendations to their management and governing bodies and negotiates necessary programs and policies on their behalf.

Dennis L. Delaney P.E.
Partner, Electrical Engineer

Mr. Delaney is a partner in K. R. Saline & Associates, PLC, a consulting engineering firm in Arizona. In this capacity, he is responsible for power scheduling, economic studies, power supply studies and rate analyses. Mr. Delaney also provides ongoing consulting services for numerous irrigation and electrical districts, municipal utilities, and tribal utilities in Arizona and parts of New Mexico. He has also assisted in the preparation of engineering and economic analyses included in official statements, and has extensive experience in planning electrical transmission and distribution systems. Jeffrey J. Woner
Partner, M.S. Economics

Mr. Woner is a partner in K.R. Saline and Associates, PLC. Mr. Wonerʹs experience in the utility industry includes economic analyses and computer‐aided modeling for power supply planning, load forecasting, financial forecasting, cost/benefit analysis and rate studies. He has participated in several utility financings (approximately $500 million) as well as several projects relating to the compliance of environmental regulations. Mr. Woner also provides ongoing consulting services for numerous irrigation and electrical districts, municipal utilities and tribal utilities located in Arizona. The services provided to these clients include scheduling, economic studies, power supply studies and rate analyses.

Mr. Woner has performed various engineering and economic analyses for these entities, including the representation of these entities in front of numerous federal and state agencies representing their interests. Riley G. Rhorer P.E.
Electrical Engineer

Mr. Rhorer has managed various projects and performed studies to evaluate power supply and transmission requirements, feasibility, and system reliability, among other assignments. He has performed production cost simulations of the operations of utilities in the states of California, Arizona, Utah, Colorado, Texas, Oklahoma, Louisiana, Missouri, Kansas, Arkansas and Mississippi. To address the emerging (post 2000) transmission access and related investment cost issues, Mr. Rhorer developed several sophisticated software tools for advanced transmission system analysis. These tools enable analyses that go well beyond the capabilities of normal power flow analysis.

On behalf of his clients, Mr. Rhorer has been a key negotiator in power supply arrangements, power generation projects and transmission wheeling arrangements and in settlement negotiations arising from various proceedings before the FERC and state commissions. He has provided expert testimony on transmission, power supply and operating matters before the FERC, the Public Utilities Commission of Texas, the California Energy Commission and the New Mexico Public Utility Commission.
