Kenneth R. Saline, P.E.

Managing Partner

Mr. Ken Saline has provided ongoing consulting engineering services and management consulting to clients with regard to their long-term and short-term electric operations since 1984. Mr. Saline’s experience in the utility industry has made him a sought-after expert in contract negotiations in the southwest. He has performed various engineering and economic analyses for these entities, including representation in front of numerous federal and state agencies. He makes recommendations to their management and governing bodies and negotiates necessary programs and policies on their behalf.

Dennis L. Delaney, P.E.

Partner

Mr. Delaney has provided ongoing consulting engineering services and management consulting to clients with regard to their long-term and short-term electric operations since 1986. he services provided to these clients include scheduling, economic studies, power supply studies and rate analyses. He makes recommendations to their management and governing bodies and negotiates necessary programs and policies on their behalf.

Jeffrey J. Woner

Partner

Mr. Woner has provided ongoing consulting engineering services and management consulting to clients with regard to their long-term and short-term electric operations since 1989. Mr. Wonerʹs experience in the utility industry includes economic analyses and computer‐aided modeling for power supply planning, load forecasting, financial forecasting, cost/benefit analysis and rate studies. He has participated in several utility financings (approximately $500 million) as well as several projects relating to the compliance of environmental regulations.

Riley Rhorer, P.E.

Sr. Engineer

Mr. Rhorer has managed various projects and performed studies to evaluate power supply and transmission requirements, feasibility, and system reliability, among other assignments. He has performed production cost simulations of the operations of utilities in the states of California, Arizona, Utah, Colorado, Texas, Oklahoma, Louisiana, Missouri, Kansas, Arkansas and Mississippi. Mr. Rhorer developed several sophisticated software tools for advanced transmission system analysis. These tools enable analyses that go well beyond the capabilities of normal power flow analysis.

Stephen A. Foster

Engineer, Project Mgr.

Mr. Foster brings insights on leading renewable energy developments along with his extensive knowledge of electrical systems. Mr. Foster has a broad range of experience in the electrical utility field from large utilities transmission planning studies to smaller coal retirement system impact analyses. Mr. Foster’s power flow analysis and generator interconnection modeling has been pivotal in supporting renewable energy developers in more than three-dozen states across the Eastern, Western, and ERCOT interconnections. Mr. Foster joined KRSA in 2016.

Trey R. Carpenter

Lead Engineer

Mr. Carpenter graduated from Arizona State University in 2018 with a degree in Electrical Engineering. Mr. Carpenter brings a rounded knowledge of several technical fields to transmission and distribution system problems to provide unique solutions. Mr. Carpenter’s supporting roles on smaller projects have quickly evolved to independent transmission, distribution, and interconnection studies while supporting the development of proprietary KRSA software. Mr. Carpenter joined KRSA in 2017.

Alyssa L. Belpedio

Engineer

Ms. Belpedio is an engineering graduate from Grand Canyon University. Ms. Belpedio has joined our transmission and distribution consulting practice and is assisting on power flow analysis and generator interconnection modeling. Ms. Belpedio joined KRSA in 2022.

Parker T. Wallis

Engineer

Mr. Wallis graduated from Arizona State University in with a degree in Electrical Engineering. He joined the transmission and distribution consulting team and has been assisting in conducting generation interconnection studies. Mr. Wallis brings a broad range of technical knowledge which assists in his problem solving abilities when it comes to power flow analysis and more. Mr. Wallis joined KRSA upon graduation in 2023.

Jacob Todd

Engineering Analyst

Mr. Todd graduated from Arizona State University with a bachelor’s degree in electrical engineering. He joined the transmission and distribution consulting team in 2024 and has since been working on a variety of developer projects ranging from generation interconnection studies to data center analyses. Mr. Todd's general experience with a diverse range of modeling software provided a good foundation in his ability to accurately perform power flow analysis and use K.R. Saline's proprietary software tools.

Rita Freebairn

Engineering Analyst

Ms. Freebairn graduated in 2020 from the University of Central Florida with a Bachelor of Science in Electrical Engineering with a focus on Power & Renewable Energy. She joined Boeing in August of 2021 as an Electrical Technician, fabricating wire harnesses for F-15’s before transitioning to electric utility consulting in 2025, and later joined KRSA in 2026. Leveraging four years of experience in aerospace as a power systems engineer, Ms. Freebairn is an engineering professional with a strong foundation in electrical systems, analytical problem-solving, and technical troubleshooting. Her background also includes academic experience with tools such as PSSE, MATLAB, and Excel.

Kent R. Simer

Sr. Analyst

Mr. Simer graduated from Arizona State University in 2004 with a B.I.S. in Business and Communication. Mr. Simer has been providing ongoing consulting services for numerous electric districts, tribal and municipal utilities in Arizona ranging from rate analysis support, economic and financial analysis, contract analysis, compliance with federal reporting mandates, tribal utility development, and expert testimony on revenue requirements and rate design matters. Mr. Simer's strong technological skills are relied upon in ad-hoc analysis of large datasets and in developing creative, technology-driven solutions. Mr. Simer joined KRSA in 1998.

Dan P. Pritchard

Sr. Analyst

Mr. Pritchard provides ongoing consulting service responsibilities for numerous electric districts, tribal and municipal utilities in Arizona ranging from rate analysis support, economic and financial analysis, contract analysis, compliance with federal reporting mandates, and power invoice confirmation. Mr. Pritchard participates in multiple scheduling, administration and public ratemaking processes for hydroelectric resources available to Arizona utilities. Mr. Pritchard joined KRSA in 2006.

J. Scott Saline

District Administrator

Mr. Saline has been providing administration and financial reporting services to not-for-profit irrigation and electrical districts, municipal electric utilities, and tribal utilities in Arizona.Scott currently serves on the Board of Directors for both the Southwest Public Power Agency (SPPA) and the Irrigation and Electrical Districts Association of Arizona (IEDA), giving him a leadership role in statewide policy discussions related to rural power and water. Mr. Saline recently was selected to join Class 34 of the Project Centrl Leadership Program. Mr. Saline joined KRSA in 2018.

Margaret L. Bauer

District Administrator

Mrs. Bauer has been providing administration and financial reporting services to not-for-profit irrigation and electrical districts, municipal electric utilities, and tribal utilities in Arizona. Mrs. Bauer joined KRSA in 2015.

Ashley Blank

Analyst

Mrs. Blank graduated from Southern New Hampshire University in 2017 with an M.B.A. As an analyst at K. R. Saline & Associates, Mrs. Blank’s experience includes fifteen years in the special retail industry analyzing sales and inventory budgets as well as two years in data engineering and process improvement in the RPO industry. Mrs. Blank has a proven track record of success in identifying trends, improving processes, and providing valuable data-driven insights. Mrs. Blank joined KRSA in 2024.

Mark Castleton

Senior Energy Analyst

Mr. Castleton graduated from the University of Notre Dame with an M.B.A. in Finance and Accounting and completed doctoral studies in Strategic Management at Arizona State University. His experience includes more than twenty years in financial analysis, strategic planning, and data-driven decision support across corporate and municipal environments, including utility risk modeling and cost-of-service analysis. He has a strong track record in building analytical frameworks, forecasting demand, and improving operational performance through data integration and process optimization. Mr. Castleton joined KRSA in 2025

Christine Leonard

Senior Energy Analyst

Ms. Leonard holds a Master of Applied Statistics, an M.B.A. in Finance, and a B.A. in Mathematics. She brings over ten years of experience in data engineering, business intelligence, and analytics, with expertise in SQL, Python, ETL development, and enterprise reporting systems. Her work has focused on improving data integrity, automating reporting processes, and developing advanced dashboards and data models to support operational and strategic decision-making. Ms. Leonard joined KRSA in 2025.

Vedant Sahu

Energy Analyst

Mr. Sahu earned a Master of Science in Business Analytics from Arizona State University and a Bachelor of Technology in Electronics and Communication. His experience includes data analysis, financial modeling, and regulatory research, with work supporting utility data systems, compliance tracking, and performance reporting. He has demonstrated strengths in building dashboards, developing predictive models, and applying statistical analysis to support planning and operational insights. Mr. Sahu joined KRSA in 2025.

Nicole S. Klinker

Analyst

Ms. Klinker provides administration and financial reporting services to not-for-profit irrigation and electrical districts, municipal electric utilities, and tribal utilities in Arizona. Ms. Klinker joined KRSA in 2022.

Valerie A. Chavez

Accountant

Mrs. Chavez provides administration and financial reporting services to not-for-profit irrigation and electrical districts, municipal electric utilities, and tribal utilities in Arizona. Mrs. Chavez joined KRSA in 2002.
